Enables integrin binding activity and sphingosine-1-phosphate phosphatase activity. Involved in several processes, including negative regulation of protein phosphorylation; positive regulation of DNA-binding transcription factor activity; and protein stabilization. Acts upstream of or within several processes, including Bergmann glial cell differentiation; positive regulation of peptidyl-tyrosine phosphorylation; and regulation of signal transduction. Located in plasma membrane. Is expressed in several structures, including alimentary system; central nervous system; genitourinary system; limb; and sensory organ.
