Enables RNA polymerase II cis-regulatory region sequence-specific DNA binding activity. Involved in several processes, including positive regulation of cell differentiation; positive regulation of pri-miRNA transcription by RNA polymerase II; and response to cobalamin. Located in chromatin; cytosol; and nucleus. Part of protein-containing complex. Is active in synapse. Used to study Parkinsonism; encephalitis; fatty liver disease; and status epilepticus.
