Enables several functions, including AP-1 adaptor complex binding activity; AP-2 adaptor complex binding activity; and double-stranded RNA binding activity. Involved in RNA catabolic process and RNA transport. Acts upstream of or within several processes, including regulation of insulin secretion involved in cellular response to glucose stimulus; type B pancreatic cell development; and type B pancreatic cell proliferation. Located in lysosomal membrane and plasma membrane. Is expressed in several structures, including inner ear; submandibular gland primordium; and vibrissa.
