Enables DNA-binding transcription factor activity; transcription cis-regulatory region binding activity; and transcription coactivator activity. Acts upstream of or within positive regulation of transcription by RNA polymerase II. Located in nucleus. Is expressed in several structures, including branchial arch; central nervous system; early conceptus; genitourinary system; and sensory organ.
