Enables DNA-binding transcription activator activity, RNA polymerase II-specific and transcription cis-regulatory region binding activity. Involved in positive regulation of regulatory T cell differentiation; positive regulation of transcription by RNA polymerase II; and spinal cord development. Part of protein-DNA complex. Is expressed in alimentary system; brain; cranial ganglion; genitourinary system; and neural retina. Orthologous to human SOX12 (SRY-box transcription factor 12).
