Enables histone pre-mRNA stem-loop binding activity and mRNA binding activity. Involved in mRNA 3'-end processing by stem-loop binding activity and cleavage. Located in cytoplasm and nucleus. Part of histone pre-mRNA 3'end processing complex. Is expressed in several structures, including brain ventricular layer; early conceptus; oocyte; pancreas tip epithelium; and vertebral axis musculature.
