Enables DNA-binding transcription activator activity, RNA polymerase II-specific and RNA polymerase II cis-regulatory region sequence-specific DNA binding activity. Involved in several processes, including negative regulation of adaptive immune response based on somatic recombination of immune receptors built from immunoglobulin superfamily domains; negative regulation of lymphocyte activation; and regulation of transcription, DNA-templated. Acts upstream of or within several processes, including animal organ development; establishment of apical/basal cell polarity; and left/right pattern formation. Located in nucleus. Is expressed in several structures, including alimentary system; central nervous system; genitourinary system; nose; and respiratory system.
