Enables RNA polymerase II transcription regulatory region sequence-specific DNA binding activity; RNA polymerase II-specific DNA-binding transcription factor binding activity; and chromatin binding activity. Involved in animal organ development and regulation of transcription, DNA-templated. Acts upstream of or within several processes, including animal organ development; formation of primary germ layer; and trophectodermal cell differentiation. Located in chromatin and nucleus.
