Enables DNA-binding transcription activator activity, RNA polymerase II-specific and RNA polymerase II transcription regulatory region sequence-specific DNA binding activity. Involved in positive regulation of transcription by RNA polymerase II. Acts upstream of or within several processes, including ectodermal cell fate commitment; mammary gland epithelial cell differentiation; and somatic stem cell population maintenance. Located in cytoplasm and nucleus. Is expressed in several structures, including alimentary system; extraembryonic component; genitourinary system; integumental system; and respiratory system epithelium.
