Enables DNA-binding transcription activator activity, RNA polymerase II-specific; RNA polymerase II cis-regulatory region sequence-specific DNA binding activity; and chromatin DNA binding activity. Involved in positive regulation of transcription, DNA-templated and transdifferentiation. Acts upstream of or within epithelial cell differentiation; positive regulation of transcription by RNA polymerase II; and regulation of dendrite morphogenesis. Located in nucleus. Is expressed in several structures, including early conceptus; eye; genitourinary system; gut; and nervous system. Human ortholog(s) of this gene implicated in congenital malabsorptive diarrhea 4; glucose intolerance; and type 2 diabetes mellitus. Orthologous to human NEUROG3 (neurogenin 3).
